14 Resolutions listed through balloting in Assembly for second budget session resuming on March 27

: Many significant Resolutions have been listed in the Legislative Assembly today after its Secretariat carried out balloting process for listing 14 Private Members’ Resolutions in the House-seven each for March 31 and April 2 during second leg of the budget session which will resume on March 27 and conclude on April 4.
The Resolutions include return of NHPC operated power projects to Jammu and Kashmir Government, in accordance with Constitutional provisions, existing laws and inter-Governmental arrangements, making Kashmiri language mandatory in Kashmir division and identified Kashmir-speaking areas, regularization of State and Shamilat lands in possession of educational institutions, execution of works up to Rs 3 lakh through Halqa Panchayats in accordance with Panchayati Raj Act, establishment of a Veterinary and Animal Science University in Jammu and regularization of residential colonies in Jammu district.
Out of seven Resolutions listed on March 31, six will be moved by the Alliance members including five NC MLAs and one Congress legislator.
Only one BJP Resolution to be tabled by BJP MLA from Ramnagar Sunil Bhardwaj has been listed. On April 2 also, out of seven Resolutions, five belong to Alliance members (four NC and one Independent Muzaffar Iqbal Khan) while one each has been listed on the name of Opposition members-Dr Narinder Singh Raina (BJP) and Waheed-ur-Rehman Para (PDP).
NC MLA from Banihal Sajad Shaheen has moved the resolution on phased and mutually agreed transfer of operational control and/or ownership rights of running hydroelectric power projects presently operated by NHPC within the UT of J&K to the UT Government, in accordance with Constitutional provisions, existing laws and inter-Governmental arrangements.
Dr Narinder Singh’s Resolution has sought establishment of Veterinary and Animal Sciences University in the Jammu region of Jammu and Kashmir: a strategic imperative for Viksit Bharat @2047 while Para’s Resolution calls for making the use of Kashmiri language mandatory in Kashmir division and identified Kashmiri-speaking areas by providing all Government notifications, orders, public communications and officials documents in Kashmiri, in addition to other official languages and teaching Kashmiri as a subject up to Class XII in schools located in these areas.
NC MLA Hasnain Masoodi has moved a Resolution seeking to regularize the possession of State land and all types of Shamilat land in use of registered private and Government educational institutions and till the process is completed to allow such institutions function from present premises without any objection on account of proprietary status of land.
Another NC MLA and former Speaker Mubarik Gul, through his Resolution, wants the Government to establish Dedicated Lakes, Water Bodies and Waterways Development Authority on the pattern of Manasbal Lake Development Authority Model with a mandate for protection, restoration and sustainable development of Khusal Sar, Gilsar, Shallabud Water Body etc.
Through his Resolution, Congress MLA Nizam-ud-Din Bhat wants the Government to provide in all districts of UT, a full-fledged Health Care System in respect of viable DHS, PHCs, NTPHCs and Sub Centers on uniform basis with special regard to areas accessibility, population, possibilities of diseases and other related factors demanding prompt and adequate Health Services to public at large.
NC MLA from Gurez Nazir Ahmad Khan has submitted a resolution linking promotions in the Education and Health Departments with mandatory service in far flung areas while his party colleague Shamim Firdous has pressed for a blanket ban on polythene and allied products to safeguard the environment.
NC’s Sajad Shaheen has sought expeditious regularization of long standing residential colonies in Jammu District, while his party colleague Salman Sagar has submitted a resolution seeking de notification of the Phaak area and Rural Block Harwan from the Srinagar Master Plan to protect local rights and livelihoods.
Another NC MLA Javid Hassan Baig has had two resolutions selected-one urging the Government to accord Priority One Status to disaster management, with special focus on earthquake preparedness and mitigation, and another seeking the declaration of Baramulla town as a heritage town.
BJP’s Sunil Bhardwaj has moved a resolution seeking the up gradation of Ramnagar Tehsil as a district, and Independent MLA Muzaffar Iqbal Khan has called for full implementation of Panchayati Raj Rules (1996) and related Government orders, ensuring that works up to Rs 3 lakh are executed directly through Halqa Panchayats rather than contractors.
