Budgam is not final destination for National Law University: Govt

: Even as a 2025 House resolution had unanimously pushed Budgam for establishment of National Law University (NLU), the location still stands undecided.
Replying to a written query by BJP legislator Yudhvir Sethi, the Minister In-charge of the Law and Justice Department said the NLU was under “active consideration”. MLA Sethi had sought to know the reasons for choosing Budgam in Kashmir Valley over Jammu, which he termed a more central and accessible location for students from across the country.
The government stated that a committee headed by former Financial Commissioner Shantmanu had already submitted a report on the issue, which is currently “under examination”.
“Any decision on all related aspects, including location, shall be taken thereafter,” the Minister said in his reply.
When asked whether the government contemplates establishing an additional NLU at Jammu, the Minister did not provide any timeline or commitment.
Significantly, the government stated that the Legislative Assembly on October 29, 2025, had unanimously passed a resolution moved by Deputy Legal Remembrancer Reyaz Ali Bhat, urging the government to initiate the process of establishing the university “at Budgam, without any further delay”.
