Government issues advisory to bring transparency in Revenue Services

Aims to reduce public inconvenience and curb malpractices in the revenue department.

SRINAGAR, FEBRUARY 06 (STC): An advisory to address complaints of delays and corruption in issuing revenue extracts (fard) has been issued by the government.
The advisory, numbered 102, was issued by the Anti-Corruption Bureau (ACB) to ensure timely and transparent process of issuing revenue extracts (fard). It aims to reduce public inconvenience and curb malpractices in the revenue department.
The advisory was issued through the Financial Commissioner Revenue and the Divisional Commissioner’s office.
According to a report, investigations revealed that some revenue officials, including Patwaris and Tehsildars, were deliberately delaying online applications or rejecting them on minor grounds to demand bribes. This has caused difficulties for people who need revenue documents for legal and administrative purposes.
To tackle this issue, the advisory outlines several key measures. Officials must process applications on time, and any unnecessary delays or rejections will be treated as misconduct, leading to strict action. Senior officers, including Tehsildars and Sub-Divisional Magistrates (SDMs), have been instructed to supervise the online application process.
If an application is rejected, it must go through higher-level scrutiny.
The advisory also emphasizes the proper use of the online portal. Officials must ensure that applications are not rejected without valid reasons. The system will allow real-time tracking of applications for both the public and supervisors. Citizens will also be informed about their right to timely services and encouraged to report any delays or bribery demands through a dedicated helpline. Complaints will be sent to senior officials for action.
Notably, thr advisory was originally issued on November 21, 2024, and has been sent to all district administrations, including Srinagar, Anantnag, and Baramulla.(STC)
