Temporary workers in govt departments have a reason to rejoice; J&K LG recommends their Regularization Bill in Assembly

: Thousands of ad-hoc, daily wage, need-based, and other temporary workers currently engaged in various government departments have a reason to rejoice. Lieutenant Governor Manoj Sinha has recommended the introduction of “The Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based, and Other Temporary Workers) Bill, 2025” in the Legislative Assembly.
The proposed legislation, listed as Private Members’ Bill No. 8 of 2025, is designed to provide a legal mechanism for the regularization of thousands of ad-hoc, daily wage, need-based, and other temporary workers currently engaged in various government departments across the Union Territory.
The LG’s official order states, “In pursuance of Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, I hereby recommend the introduction and consideration of the Bill by the Legislative Assembly.”
The Bill aims to bring job stability and extend service-related benefits to thousands of workers who have been serving for years without any permanent status. Once introduced, the Bill will undergo debate and scrutiny in the Assembly before it can be passed and implemented.
The move has been welcomed by several employee associations, who have long demanded regularization of services for temporary staff.(STC)
