JKPCC Chief Tariq Qarra questions government’s fresh borrowing as Rs 1 lakh crore remains unspent in J&K

SRINAGAR, FEBRUARY 10 (STC): Jammu and Kashmir Pradesh Congress Committee (PCC) president Tariq Qarra questioned additional borrowing being pursued by the government when substantial funds were already available.
Speaking during a discussion on the budget in the Assembly, Qarra said, “Why seeking fresh loans under the Special Assistance to States for Capital Investment (SASCI) scheme, when around rupees 1 lakh crore remains unspent. Only about 12 per cent of the budget had been utilised for capital expenditure so far.”
He added that increasing borrowing could place an additional financial burden on Jammu and Kashmir. He also sought clarity on the government’s plan for utilising existing funds and ensuring effective implementation of development projects.
According to him if such a large amount remains unutilised, what is the justification for taking fresh loans? He raised concerns over fiscal management and development priorities.
