LG Sinha announces set of instructions on ex-gratia relief for persons affected by law-and-order disturbances

: Jammu and Kashmir Lieutenant Governor Manoj Sinha, has notified a consolidated set of instructions on ex-gratia relief for persons affected by law-and-order disturbances in the region. The instructions lay out a uniform compensation structure for civilians, police, government employees, CAPF and defence forces.
The detailed order, issued by the General Administration Department (GAD), outlines compensation amounts for death, permanent disability, partial disability, and injuries caused during such incidents.
As per the order, under the category of Magistrates and Police Personnel, the ex-gratia relief order specifies Rs. 2 lakh for the death of a magistrate, while police personnel and Special Police Officers (SPOs) are entitled to Rs. 5 lakh. The families of ex-servicemen will receive Rs. 2 lakh in the event of death. Cases of permanent disability will attract Rs. 75,000, and partial disability among uniformed personnel will be compensated with Rs.10,000.
For Central Armed Police Forces (CAPF), the order grants Rs. 5 lakh to non-domiciled personnel who lose their lives. Domiciled CAPF personnel who die within the Union Territory of Jammu and Kashmir are entitled to the highest bracket, Rs. 25 lakh, while the same amount applies to domiciles who die outside the UT. Permanent disability cases will receive Rs. 75,000, and partial disability Rs. 10,000.
Among government employees other than police, the compensation for death has been fixed at Rs. 1 lakh, and Rs. 75,000 will be provided in cases of permanent disability. Employees hospitalized for more than 24 hours due to injuries will receive Rs. 5,000, those hospitalized for less than 24 hours will receive Rs. 1,000, and minor injuries treated with first aid qualify for Rs. 500.
For civilians and other eligible categories, the ex-gratia amount for death has been set at Rs. 1 lakh, including deaths occurring along the International Border or Line of Control. The same compensation applies to surrendered militants and militants-turned-informers. Permanent disability will attract Rs. 75,000, while injury-related relief has been categorized at Rs. 5,000, Rs. 1,000, and Rs. 500 depending on severity and hospitalization duration.
Under the category of Defence Personnel, domiciles of Jammu and Kashmir are entitled to Rs. 5 lakh in case of death, while those who lose their lives within the Union Territory will receive Rs. 25 lakh. Domiciled defence personnel who die outside the UT will also be compensated with Rs. 5 lakh.
In cases of property damage, the order states that destruction caused by sabotage, bomb blasts or similar incidents will be compensated at 50% of the assessed loss or Rs. 1 lakh, whichever is less. For major damage, the maximum relief is Rs. 10 lakh—including Rs. 7 lakh for immovable property and Rs. 3 lakh for movable assets. Damage due to cross-border shelling along the IB or LoC will be compensated at 50% of the loss or Rs. 1 lakh.
